ESAC brokers provide accessible regional points of contact for buyers, sellers and other legitimate commercial stakeholders seeking an Enhanced Security Assessment Certificate for a proposed voyage.
A clear division of responsibility
Brokers facilitate the process. The issuing agency makes the assessment.
The Persian Gulf Security Agency is the independent assessment and ESAC-issuing body for the region. It is supported by a network of ESAC brokers operating in countries including the United Arab Emirates, Iraq, Saudi Arabia, Qatar, Bahrain, Iran and other countries.
Independent broker associates may introduce eligible clients, explain information requirements, coordinate document collection and maintain communication during an assessment. They do not independently issue an ESAC or determine the assessment outcome.

How broker-supported access works
One coordinated route from enquiry to independent issue
Each step keeps commercial coordination separate from security-assessment judgement.
Initial enquiry
The broker receives an enquiry and identifies the proposed trade, voyage and parties requiring assessment.
Information coordination
The broker assists with collecting the voyage particulars and supporting information required by the issuing agency.
Independent assessment
The Persian Gulf Security Agency evaluates the security environment and retains control of its analysis and conclusions.
Issue and authentication
Only the authorised issuing body may issue the ESAC. Certificate authentication remains subject to the applicable Scylla & Charybdis process.
Protected independence
Commercial representation does not control analytical judgement.
Independent broker associates support access, communication and administration. They may not promise a particular assessment, alter an issuing decision or represent that a certificate has been issued before formal completion and authentication.
An ESAC complements, but does not replace, sanctions screening, vessel vetting, insurance, legal advice, commercial due diligence or regulatory compliance.
