About the agency

Regional understanding in service of safer commercial decisions.

A developing independent analysis associate focused on the Persian Gulf, maritime security and the commercial shipping routes that connect regional energy systems with global markets.

Why this agency exists

Persian Gulf Strategic Security Analysis Independent Associates is an independent regional assessment agency. Its purpose is to develop high-quality insight into security matters affecting the Gulf, with particular attention to maritime security, ports, offshore infrastructure, energy movements and commercial shipping.

The organisation connects regional subject-matter knowledge with disciplined analytical methods. Its assessments help legitimate commercial stakeholders understand uncertainty, identify material security factors and make better-informed decisions.

Organisational identity, jurisdiction, personnel, accreditations, governance and service scope are published only when formally established and verifiable.

The foundations of credible regional assessment

These principles describe the intended analytical culture of the future agency.

01

Independence

Analysis should remain distinct from political advocacy, commercial pressure and factional interests.

02

Regional respect

Local histories, institutions, cultures and knowledge are treated as essential analytical context.

03

Evidence discipline

Confirmed information, credible inference and unresolved claims are clearly distinguished.

04

Lawful engagement

Relationships and services are intended to be managed with appropriate sanctions, counter-terrorism and legal compliance controls.

Supporting voyage-specific security understanding

The agency is intended eventually to participate in the Enhanced Security Assessment Certificate community as a independent regional security associate. Any future role will depend on defined qualification, independence, governance and quality-control requirements. An ESAC is an assessment tool, not a guarantee of safe passage.

This developing associate framework and the Scylla & Charybdis ESAC PGSA are unrelated to the Persian Gulf Strait Authority at pgsa.agency. They are not agencies or representatives of any state or sovereign authority. Scylla & Charybdis respects all sovereign and lawful authorities.

The ESAC PGSA is designed as a passive assessment body with no military, law-enforcement, intelligence-operational, interdiction or other operative capacity. It is maintained at arm’s length from sovereign authorities and organisations with operative capacity, including sanctioned persons or entities and proscribed terrorist organisations.
